The purpose of this Chapter is to establish an efficient system of enforcing City regulations that will enable violations to be promptly resolved wherever possible, while providing both appropriate penalties and a full opportunity for alleged violators to have a hearing to contest the violations. This Chapter shall apply to all regulations as defined in SMC 1.01.080; provided that a regulation that provides for criminal penalties in addition to or as an alternative to enforcement under this Chapter may, at the discretion of the City, be prosecuted as a criminal violation. This Chapter shall not apply to enforcement of the Snohomish City Building Code, which is set forth in Ch. 19.04 SMC.
