If no one shall respond to the immobilization of a vehicle within twenty-four hours of the affixing of the immobilization device, said vehicle shall be towed at the expense of the registered owner. Said vehicle shall not be released until full payment of all parking penalties, the immobilization fee, the towing fee, the storage fee and the reasonable attorney’s fees incurred by the City in any hearing procedure utilized in obtaining the finding that the vehicle is a nuisance.
