The Snohomish Chief of Police shall be authorized to issue permits for residential on-street parking and visitor passes, and to administer the application for and use of said permits and passes. No fee shall be required for a residential on-street parking permit or pass. The Chief of Police shall issue to each person applying for a permit an information sheet containing the terms, conditions, and rules under which the permit shall be issued. Permits for up to two vehicles per address or one permit for each licensed driver residing at the address may be issued, subject to the provisions of SMC 11.10.070. In addition, permit parking fees paid and received by the City during calendar year 2013 shall be refunded by the City to the permittee within thirty (30) days of the effective date of this ordinance.
