Authority is hereby given the Street Superintendent of the City to issue the permits hereinabove required upon compliance with the provisions of Sections 12.40.010 and 12.40.020 hereof, in cases deemed by him an emergency, without reference of same to the City Council; and authority is further given the Street Superintendent to waive the requirements hereinabove provided in Sections 12.40.010 and 12.40.020 hereof, in all cases deemed by him not applicable to this chapter.
