A. Impact fee collection shall occur prior to building permit issuance unless the project proponent elects to defer payment utilizing the process outlined in 14.300.065. Payment for a subdivision or short subdivision shall be made prior to approval of the final plat. If the scope of work does not require a building permit, then payment is required prior to approval of occupancy.
B. Assessment. City permit staff shall determine the total impact fee owed based on the fee schedule in effect at the time of permit issuance or, in the case of subdivisions, the fee schedule in effect at the time of final plat approval.
