All costs associated with purchase, installation, inspections, testing, replacement, maintenance, parts, and repairs of the backflow device are the financial responsibility of the water user. In the event the City must initiate action to enforce compliance with this chapter, all costs incurred enforcing the action shall be borne by the water user, and the City may use whatever means necessary to recover the costs of enforcement.
