It is unlawful to break, damage, destroy, deface, alter or tamper with any structure, appurtenance, or equipment which is a part of the sewer system of the City or without authority from the City Engineer to break, damage, destroy or deface any public walk, curb or pavement, or to make openings or excavations in a public area for the purpose of connecting to any public or private sewer.
