A. The City of Snohomish Comprehensive Emergency Management Plan Annex (SNO-CEMP) provides the framework for mitigation, preparedness, response and recovery activities that establishes functions and responsibilities to save lives, protect public health, safety, property, the economy and the environment and foster a return to a normal way of life.

B. The SNO-CEMP is developed as an annex of the Snohomish County Comprehensive Emergency Management Plan (SC-CEMP).

C. The City of Snohomish Comprehensive Emergency Management Plan Annex (SNO-CEMP) is hereby adopted and incorporated by reference as though fully set forth in this Chapter, as now or hereafter amended.
