Every trailer camp shall provide available unoccupied space of not less than one thousand two hundred square feet together with a three foot side yard for each trailer, and shall be arranged in rows abutting on a driveway or clear unoccupied space of not less than sixteen feet in width, which space shall have an unobstructed access to a public street or alley, and it is unlawful for any person to stand or locate or permit the standing or location of any trailer at a distance of less than twelve feet from any other trailer.
