Pursuant to RCW 35A.34.130, the City Council hereby provides for a mid-biennial review and modification of the biennial budget, no sooner than eight (8) months after the start of the first year of the fiscal biennium, nor later than the conclusion of the first year of the biennium. The Mayor shall prepare a proposed budget or budget modification and shall provide for publication of notice of hearings consistent with publication of notices for adoption of other City ordinances. Such proposal shall be filed with the City Clerk and be submitted to the City Council and shall be a public record and be available to the public. A public hearing shall be advertised at least once and shall be held no later than the first regular council meeting in December and may be continued from time to time. At such a hearing or thereafter, the Council may consider a proposed ordinance to carry out such budget or modifications. Such ordinance shall be subject to other provisions of Chapter 35A.34 RCW.
