All City warrants shall be signed by the City Treasurer and the Mayor of the City of Snohomish. Should either the office of the Mayor or the Office of the City Treasurer be vacant, City warrants shall be signed by the person properly temporarily appointed to the vacant position; or, in the absence of such temporary appointment, City warrants shall be signed by the person designated in writing by the Mayor to act in that capacity.
