It is unlawful for any person, either selling or offering for sale, any article, by peddling or soliciting in any place, to obstruct or cause to be obstructed, the passage of any sidewalk, street, avenue, alley, or other public place, by causing people to congregate at or near the place where the article is being sold or offered for sale.
