There is hereby levied upon and shall be collected from and paid as hereinafter provided by every person, organization, or association utilizing punchboards or pull-tabs as authorized pursuant to Chapter 9.46 RCW and this chapter, a tax in the amount of ten percent of the gross receipts-less-prizes from such punchboards and pull-tabs.
