No person shall sell or transfer any consumer fireworks to a consumer or user thereof other than at a fixed place of business or a retailer for which a fireworks permit has been issued. No sale of fireworks shall be to a person under the age of 16. (Ord. 1622, 1987; Ord. 2007, 2002)
