It is unlawful for any person, firm, or corporation, other than the City, the City’s recycling contractor, or a private disposal company franchised by the City to scavenge, remove, or collect any garbage, refuse, or recyclable materials or yard waste materials once they are set out on the curbside or other approved location. Once such materials have been set out on the curbside or such other location as authorized by the City, ownership of those materials passes to the City, recycling contractor, or private disposal company, as the case may be.
