The Mayor or his/her designee shall have the power to enter upon private property at reasonable times for the purpose of inspecting and investigating conditions relating to the enforcement of the provisions of this chapter. Should the Mayor or his/her designee determine that there exist accumulations of solid waste detrimental to the public health, and in violation of the requirements of this chapter, the Mayor may cause the solid waste to be removed at the expense of the owner of the property upon which the nuisance is found.
