“Highway” means the entire width of the right-of-way of every road, street, alley, lane, and boulevard and the entire width between the boundary lines of every parking lot and every way or place in the City of Snohomish, whether publicly or privately maintained, when any part thereof is open at any time to the use of the public for purposes of vehicular travel.
