No person, corporation, firm, or association of persons shall place or cause to be placed, any stone, brick, timber, lumber, planks, boards, cement, lime, sand, gravel, or other material for building purposes of any kind or nature whatsoever, in or upon any street, avenue, alley, or other public ground in the City. No person, corporation, firm, or association of persons shall use any street, alley, avenue, or other public ground, including sidewalks, within the City, for the removal of any building, without first having obtained a written permit and license therefor pursuant to the requirements of SMC Chapter 12.12 as it now reads or is hereafter amended, from the City Council, and without executing a good and sufficient bond to be furnished by any surety company authorized to transact the business of a surety within the State of Washington, which shall be approved by the City Council. In the case of placing or causing to be placed the above enumerated building materials in any street, avenue, alley, or other public ground in the City, said bond shall be in the penal sum of one thousand dollars and in case the applicant desires to use any street, avenue, alley, or other public ground in the City for the removal of any building, such bond shall be in the penal sum of ten thousand dollars. In either event said bond shall be conditioned that said applicant for said permit and license will well and truly comply with all terms of said permit and license, all ordinances of the City of Snohomish then in force relating to such operations, and further conditioned to save said City harmless from all claims, actions, demands, and/or damages of every kind and description which may accrue to or be suffered by any person or persons by reason of the granting of said permit and license or by reason of negligent operations thereunder, and further conditioned that all sidewalks, street crossings, street pavement, or other street improvements of any description shall be restored to as good condition as same were in immediately prior to the granting of such permit and license, and to the satisfaction of the City Council.
