The initial appointment of members to the Board shall be for the following respective terms: two for two years, two for three years, and remaining members for four years. Thereafter, all appointments shall be for a term of four years. A person appointed to fill vacancy shall serve for the remainder of the unexpired term.

Members shall serve without compensation.
